Description
Jeremy Bentham (London, 1748-1832) -philosopher and lawman-, thought about a vigilance and control mechanism (πανοπτικόν) where the subjects would be seen from anywhere. At the same time, the subjects would never know whether they are being watched or not.
By a system of punishment and rewards, added to the permanent risk and doubt of being monitored, subjects end up normalizing and fearing the constant surveillance, change their behaviors and get easier to control.
