Surprise (good or bad) or shock Hope (or hopelessness) Worry or fear Snark Astonishment Disbelief If the person raises them and lowers them repeatedly in rapid succession (referred to as "wagging" even though it's a vertical motion instead of side-to-side like a dog's tail), it usually means they are feeling naughty and want you to know it.
