Mobile settlements are independent communities that have left the sand barges. They roam from small water claim to another living by their own rules.

Me and my mates built this construct with our own hands. Nearly 500 hundred of us saved for years to scrape together the dough to get out. Those sand barges and their laws BAH we don need 'em.
