The inability to judge all the guilty parties, let alone all their crimes, was marked by the corruption of the government institutions of the time. The area of jurisdiction of the SPI (Serviço de Proteção dos Índigenas) was immense.

The officials involved were numerous, and their crimes many. On the other hand, limited by time and space, the members of the Commission could not present an investigative work, either quantitatively or qualitatively. It is important to note that the Figueiredo report had no deliberative or direct supervisory power. Its main function was to investigate and document human rights violations committed during the military regime.

Despite the actions taken in the report, many of the people responsible for the massacres and other witnesses detected in the document have not yet been held criminally accountable. This is due to a number of factors that have contributed to the impunity of these crimes. One must consider that the Amnesty Law, enacted in 1979, has been an obstacle to the punishment of those responsible for the crimes committed during the military period, the lack of political will and institutional resistances also tolerate impunity.

On the other hand, civil society organizations, such as the National Truth Commission itself, and actions by family members of the victims have played a key role in maintaining the memory and fighting impunity. Moreover, some recent decisions by Brazilian courts have shown a trend toward a more favorable interpretation of human rights. Resistance Continues!
