governors: governor5

founding deeds of the subnet. each governor is a 1/1 — traded, not bought, for a living citizen: deposited, allowed to die by the old rules, its treasury claim renounced forever. 36 chairs at the founding; this number only falls; some will never be claimed. a deed is permanent — nothing that happens after can un-found a founding. world 1.0 is immutable. the 69 will be paid exactly as written. the governors chose land instead.
