I went back to 90s Tim Curry's Pennywise for inspiration as it was filmed in my city. I felt a hollow, skull-like expression to be more chilling than illustrating full-on fangs. There's something unnerving about NOT seeing one's eyes. Maybe because you can't tell what someone is thinking.
